The House on Wednesday passed a Continuing Resolution (CR) to extend government funding to December 18 as negotiations continue on a yearlong FY2021 omnibus spending bill. The bill heads to the Senate for a vote, then if passed to President Trump’s desk for his signature.
The House passed the CR, known as H.R. 8900, by a 343-67 vote. Nineteen members did not vote. The Senate has set the bill up for a vote as early as Friday afternoon. Government funding runs out at midnight Friday.
FY2020 appropriations ran out on September 30, 2020. Congress then passed a CR (H.R. 8337) to extend those funding levels through December 11 and has now extended it an additional week to continue negotiations on FY2021 appropriations.
The House has passed all of its FY2021 appropriations bills in two minibuses. The first (H.R. 7608) contains Agriculture, FDA, Interior-Environment, Military Construction-VA and State-Foreign Operations funding. The second (H.R. 7617) contains Commerce-Justice-Science, Defense, Energy-Water, Financial Services, Labor-HHS-Education and Transportation-HUD funding.
The Senate has not advanced a FY2021 appropriations bill out of any committees. The current ongoing legislative conference can produce an omnibus spending bill that goes straight to floor votes. If passed, the bill would go to the President’s desk for his signature.
